Board members debated the legal and practical lines of authority. One supervisor noted that Chapter 350 of the Iowa Code enumerates duties for conservation boards—citing the board’s role in setting its employees’ salaries—while other supervisors emphasized the county board’s role in approving the department bottom line and the need for consistent countywide treatment of raises. Several supervisors said the discussion revealed a communication gap during the budget process and urged clearer documentation at budget time to show any departures from a countywide increase.
The final motion approved the appointments and salaries “with the correction of the names of supervisors and the part‑time assistant naturalist at the 6.5% increase that was approved in the budget at $23 an hour,” per the motion language presented to the board. The motion was recorded as carried 3 to 2.
The board directed staff to make the clerical corrections to the roster and to continue work on clearer salary documentation for next year’s budget process. Supervisors emphasized a preference for providing department‑level salary lists and job‑by‑job figures at budget time so the board can see the precise impact of proposed increases before final adoption.
