Delaware City staff previews Curve Road site plans and launches facility space-needs study

Delaware City staff updated the Finance Committee on the Curve Road site and a forthcoming facility space-needs study at the July 1 meeting.
Staff said the Curve Road capital-improvement project encompasses a multi-department site, including a proposed fire training tower and athletic fields; the capital improvement plan (CIP) contains funding for those elements and a general-fund component will appear in upcoming budget materials. Staff also said grading of the site may occur this year or early in 2026 and that a supplemental appropriation could follow.
“...there is a general fund component that you will be seeing, come through as well,” said a staff presenter during the update.
Facility space-needs study
The committee was told staff is drafting a request for proposals (RFP) for a facility space-needs study that will look across City Hall, the justice center and other city buildings to project space and staffing needs over approximately a 20-year horizon. Staff said an in-house condition assessment of buildings is complete and the consultant-led study will focus on spatial needs tied to current and projected staff, materials and equipment.
“We're hoping to have the study completed by the end of this year,” a staff member told the committee, adding that the study will also weigh whether it makes fiscal sense to repair, renovate, add to, or replace aging facilities.
Committee questions and context
Members asked whether the study would also consider maintenance needs identified in the in-house condition assessment; staff replied that maintenance requirements would be a facet of the consultant’s analysis and the study will examine whether renovations or relocations are more fiscally sensible than repairs.
Committee members also urged the study to include multiple scenarios tied to fiscal outlooks: one that assumes ordinary staffing and another that reflects constrained staffing levels, to show the range of space needs under different budget conditions.
What happens next
Staff will finalize an RFP for the facility needs study and return to the committee with cost estimates and a project timeline. Staff also indicated capital budgeting materials tied to the Curve Road site will be included in upcoming supplemental budget requests.
No formal committee votes on the Curve Road project or the RFP were recorded in the meeting minutes; both items were presented for committee awareness and future action if and when funding requests are submitted to the council.
