Delaware City finance committee advances draft taxation policy; establishes annual benchmark report

Delaware City Finance Committee members continued work on a draft taxation policy at their July 1 meeting, directing staff to prepare an annual benchmark report to be submitted in January and asking the city manager and finance staff to define minimum and maximum fund-balance targets.

The draft, described to the committee as an initial working document, is intended to clarify when the city would seek new or additional tax revenues and to set priorities for use of surplus funds. Committee members debated wording on whether the policy should aim merely to “sustain” current services or to support “exemplary” service levels, discussed revenue diversification beyond income tax, and urged clearer links between council goals and funding priorities.

“This is only to guide conversation and some decision making,” said David, the meeting facilitator, describing the draft as a first version with “at least two more drafts” anticipated. The committee directed staff to rework the language and return with a revised draft prior to the next meeting.
