Planning Commission approves consent agenda, continues multiple special-use requests to July 15

The Richmond Planning Commission approved its consent agenda and voted to continue four special-use permit requests to the July 15 meeting.

Commissioners voted to continue the following agenda items to July 15: ordinance 2025-079 (special use for 3801 and 3803 Hanover Avenue for up to two detached and eight attached dwellings); ordinance 2025-5181 (special use for 2618 Rear West Main Street for up to four multifamily dwelling units); ordinance 2025-1113 (special use for 3200 Second Avenue for a mix of detached and two-family dwellings); and ordinance 2025-144 (special use for 3103 Second Avenue for a two-family detached dwelling). Each continuation passed by roll-call vote with the members present recorded as aye.

The commission also approved a multi-item consent agenda that included several other special-use requests (1807 North 28th Street; 1315 North 31st Street; 1811 Blair Street; 2201 and 2203 Fenton Street — later moved from consent to the regular agenda after a public commenter noted she had submitted written comments) and multiple UDC referrals for conceptual and final location/character and extent reviews, including the Holly Street Playground renovation, the Arthur Ashe Boulevard bridge reconstruction over CSX, the West End library branch project, and Browns Island signage. The commission voted to send the UDC items to the Urban Design Committee for review on July 10 and to return to the Planning Commission on July 15.

Roll-call votes on the consent agenda and continuances were recorded as aye by Commissioners Poole, Greenfield, Ebert, Knight, Pinnock, Robertson, Roe, White and McKenzie (virtual). No no votes or abstentions were recorded in the transcript for these actions.
