The Kings County Board of Supervisors approved several contracts, appointments and routine items at its July 1, 2025 meeting, including a bridge construction agreement, a panel of indigent‑defense contracts for fiscal year 2025–26, and the appointment of an assistant county administrative officer.
Lede: The board voted unanimously to award a $2.25 million construction agreement for the Sixteenth Avenue bridge replacement, approved 19 contracts for indigent defense services funded in the FY 2025–26 recommended budget, and confirmed Michelle Spear as assistant county administrative officer.
Nut graf: The board moved through routine approvals and a set of substantive procurement and personnel items in a single meeting; county staff said the indigent‑defense contracts and the CAO appointment are budgeted in the recommended FY25‑26 plan and have been reviewed by county counsel. The board also introduced a development‑code text change to permit certain roadside advertising structures in neighborhood commercial zones and later adopted that change.
Key votes and actions
Sixteenth Avenue bridge replacement
Mitchell Cabrera, chief engineer with the public works department, asked the board to approve a construction agreement with AG Construction Corporation to replace a structurally deficient timber bridge at Sixteenth Avenue over the Tulare Lake Canal. Cabrera said bids opened March 27 and the lowest responsive bid was $2.25 million; construction is scheduled for 66 working days, with a targeted September 2025 start when the channel has no flow. The board voted to approve the agreement. The clerk recorded five yes votes and the motion carried.
Indigent‑defense contracts (panel of private attorneys)
Giselle Coit, administrative analyst in county administration, presented 19 proposed contracts with private attorneys to provide indigent‑defense services (felony, misdemeanor, juvenile, conservatorship, post‑conviction work and other specialty areas) for July 1, 2025–June 30, 2026. Coit said Kings County will continue to contract with private practitioners (rather than operate a county public‑defender office) and that the recommended FY25‑26 budget includes $2,610,500 to fund the agreements. The board approved the contracts by roll call vote; Coit noted one existing provider did not renew and staff issued a request for qualifications to fill vacancies.
Appointment: assistant county administrative officer
County Administrative Officer Carrie Martinez presented the conditional offer and recommended appointment of Michelle Spear as assistant CAO, effective July 28, with compensation at $15,000 per month. Staff summarized Spear’s public‑sector experience and prior Kings County service. The board confirmed the appointment by unanimous roll call.
Development code amendment (outdoor/off‑site advertising)
A public hearing and staff report from Yesenia Carrufa, planner with the Community Development Agency, proposed an ordinance to permit outdoor/off‑site advertising structures in the neighborhood commercial (CN) zone by nondiscretionary site‑plan review, to limit sign lighting so it does not reflect toward adjacent properties or traffic, and to increase the maximum aggregate area of off‑site advertising from 240 to 450 square feet. The Planning Commission had recommended approval on June 2. After a public hearing (which included one applicant comment in support for a welcome sign in Armona), the board introduced and waived first reading of the ordinance and later adopted it as presented.
Other routine actions
The board approved minutes from the June 24, 2025 regular meeting and enacted the consent calendar (routine procurement, contracts and administrative items) by a single motion and roll call vote. The board also approved an additional consent‑calendar bid award and other housekeeping matters listed on the published agenda.
What the record shows
All board motions described above passed on recorded roll‑call votes with all supervisors voting in favor at the July 1 meeting. County staff said agreements and appointments had been reviewed by county counsel where applicable and that funding for the contracts was included in the FY25‑26 recommended budget. Several items — including the indigent‑defense contracts and the CAO appointment — were discussed in detail by county staff before votes.
Ending
County staff will finalize contract documents and proceed with execution consistent with the board’s motions. The public‑defender contracts and the CAO appointment are effective July 1, 2025 (contracts) and July 28, 2025 (assistant CAO start date) as noted in staff reports; staff said procurement and signing will follow usual administrative procedures.
