Council members voting yes included Barron, Bueter, Grama and Mayor Pro Tem Bob Delves; Mayor Dale Byrne was not listed among votes for that action.
The continuance leaves substantive review of the project for the special meeting. The council opened the hearing only to accept public comment on whether to continue the item; speakers were reminded that comments at this session could address only the continuance, not the underlying merits that will be heard at the special meeting.
Resident Julia Christopher addressed the council during the public-comment period and described personal travel plans she had altered to attend. “I rescheduled my trip to come back early so that I could come to this and speak,” Julia Christopher said, adding she respects the council’s time but urged attention to the housing crisis referenced by other speakers.
Council members and staff said the item will be re-noticed to impacted parties and that the city will use the same public-noticing procedures as for the current meeting. Council members discussed aiming for the Aug. 4 special meeting but did not set a final start time during today’s session.
The council’s action was procedural: it does not change the substance of the application and defers detailed testimony and the record to the future hearing. Staff indicated they will circulate formal notices to the applicant, appellants and other parties in advance of the August special meeting.
The meeting record shows the council moved promptly to the consent agenda after the continuance vote and then into other business.
