Planning commission recommends board adopt updated housing element after state finds draft compliant

The Trinity County Planning Commission on June 26 voted unanimously to recommend that the Board of Supervisors adopt the county’s updated housing element for the 2024–2029 regional housing needs allocation cycle.
County staff and consultant Mitner Harnish presented the housing element process and revisions. Ryan (staff presenter) told commissioners the County submitted an HCD review draft on March 18, responded to state comments, and then submitted a revised draft within the formal review period. On May 13 the California Department of Housing and Community Development (HCD) issued a letter finding the revised draft complies with state law and meets HCD’s requirements.
Staff summarized changes made in response to HCD and public comments, including added programs for permit streamlining, support for small home‑based businesses, multilingual outreach, and place‑based community investment strategies. Staff also said some program commitments were adjusted to reflect realistic funding and staffing constraints; HCD accepted the element with those adjustments. The presentation noted that the state deadline for the housing element had already passed and that adoption and certification are necessary to avoid state enforcement actions.
After a brief public comment period — including requests from community members for small‑home and tiny‑home solutions — the commission voted to recommend adoption and approved a motion to forward the housing element to the Board of Supervisors. A roll call recorded Commissioners Harper, Ball, McIntosh and Fyfe voting “Aye.” Staff said the county will submit the adopted element to HCD for final certification; HCD’s prior compliance letter should speed final certification if the board adopts the element without substantial changes.
The commission noted the county’s ongoing work on zoning updates and related housing strategies; the housing element’s implementation will include prioritized programs and ongoing coordination with HCD.
