Board rescinds May 16 action on agenda item 6E1 after procedural confusion

The Board of Vocational Nursing and Psychiatric Technicians voted unanimously on June 6 to rescind its May 16 action on agenda item 6E1, after members said the outcome of the May vote was unclear.

Board President Carol Mather called the item and said the rescission was intended to “rectify any confusion and clarify the board’s position.” The board then took a roll-call vote after a motion and second were offered.

The action came after board staff and members described the May 16 tally differently during earlier review. According to a staff explanation at the June 6 meeting, six members were present on May 16; the minutes or prior count reflected three votes in favor and three abstentions, which staff said meant the motion had not passed. Because members later expressed uncertainty about how abstentions had been treated, the board reopened the matter to ensure a clear record.

Board Member Rosheema Johnson moved to rescind the prior action; Melanie Yamra seconded. After confirming there was no public comment, President Mather conducted a roll-call vote. The six members present — Alita Carpenter, Gloria Guzman, Leslie Moore, Rashima Sanson and two others identified during roll call — voted in favor. Mather stated, “That carries by a motion of 6 to rescind 6E1.”

The board did not take further substantive action on the underlying subject at that time; the intent, as explained at the meeting, was to “do a hard reset” on the item and re-address the substantive matter later in the agenda or at a subsequent point if needed.

The rescission clears the procedural uncertainty recorded from the May 16 meeting and establishes a new, unambiguous record of the board’s position on agenda item 6E1.
