Commission approves parking determination for Stony Brook Community School at 579 South Main Street

KAYSVILLE, Utah — The Kaysville City Planning Commission on June 26 approved a staff parking determination for Stony Brook Community School, a micro-education/preschool proposed for 579 South Main Street by applicant Anna Crabbe.
Planning staff said the city code groups hospitals, schools and civic buildings into a category that requires the planning commission to decide parking on a case-by-case basis. Staff reviewed practices in nearby cities and reported a common approach of one space per employee plus an additional space for every five to six children.
Staff said the site could accommodate roughly 11 existing on-site spaces and a pull-through driveway that could add two to three more. Based on the applicant’s stated maximum staffing level of four employees and a maximum enrollment of 26 students at any given time, staff recommended a requirement of eight parking spaces and concluded the site had adequate room to meet that need.
Staff also noted a recent state code amendment limiting municipalities’ ability to require excessive parking for micro-education entities; given the on-site availability of spaces, staff said the recommended requirement was unlikely to be considered excessive. Commissioners asked about on-street parking along U.S. Highway/Main Street; staff said the road is under UDOT jurisdiction, street parking is allowed subject to standard restrictions and that overnight street-parking enforcement is handled by the police department.
Commissioners praised the thoroughness of the applicant’s materials. Anna Crabbe and staff supplied a site exhibit showing vehicle flow for drop-off and pick-up. After brief discussion commissioners voted to approve the staff parking determination for the Stony Brook Community School.
