Council receives AB 2561 vacancies and recruitment report; staff says most openings filled and three vacancies remain

The Jurupa Valley City Council on June 26 held a public hearing required by Government Code section 3502.3 and AB 2561 and accepted the Human Resources Department's report on vacancies, recruitment and retention activities for the 2024-25 year.
Tanya Bragg, human resources manager, said the city grew sharply since incorporation and now employs about 101 people. During the 2024-25 recruitment cycle the city recruited for 34 positions and filled 31. As of the end of the reporting period Bragg said three vacancies remained: senior accountant, traffic analyst and an associate planner; she said the city expects to fill them by Aug. 1 and that the year's vacancy-rate calculation was about 32% because it covered turnover across all of fiscal year 2024-25.
Bragg reviewed recruitment tools and retention measures the city has used, including a 2022 class and compensation study, regular cost-of-living adjustments, tuition reimbursement for employees, training programs and flexible schedules. She said engineering classifications remain hard to fill regionally and recommended continued market-based salary reviews and targeted candidate development.
No members of the public testified at the hearing and the council voted to receive the report by motion. Bragg said the process is primarily informational under AB 2561 and that the city is not proposing immediate policy changes as part of the presentation.
Ending: The council voted to receive the AB 2561 report and staff said it will continue recruitment efforts, run the market study included in the adopted budget and return as needed with policy or budget proposals.
