The Los Angeles City Council on Feb. 4 approved a council action to establish a reward for information in a homicide that occurred Dec. 31 in the North Hollywood area, after the Police Department asked for the reward and the city attorney's office explained that the circumstances required findings that the need to act arose after the agenda posting.
City attorney staffer Miss Weingart told the council the homicide occurred about 4:52 a.m. on Dec. 31 and the victim was a 24-year-old man shot multiple times. The Police Department reported there were no leads and that it believes a neighbor or witness may have heard the shooting and could provide information.
Because the request was made after the council agenda was posted, the council first adopted the requisite findings on the record that the need to act had arisen after posting; the findings passed on a roll call of 13 ayes. The council then voted to approve the reward and directed the matter forthwith.
Why it matters: The reward is intended to encourage members of the public with information to come forward and assist a homicide investigation.
Next steps: The Police Department will publicize the reward and work with the city attorney to administer the payment if information results in an arrest and conviction, subject to the council's reward rules.
