Resident raises concerns over tree-report quality and review on local projects

During the public-comment period at the June 26 Roseville Planning Commission meeting, Jennifer Chapman raised concerns about the quality and review of arborist reports for local development applications, citing two projects: 705 Sunrise Avenue and the Rocky Ridge/Kirby area.
Chapman said the arborist report for 705 Sunrise was prepared by a biologist rather than an International Society of Arboriculture (ISA) certified arborist, did not evaluate all trees that should have been evaluated, and failed to show tree protection zones required by city ordinance. Chapman said the 705 Sunrise report contrasts sharply with the more comprehensive reports prepared for the Rocky Ridge project, where she said applicants requested removal of about 42 trees.
"This was a request to remove another 42 trees from the Rocky Ridge project over there at Rocky Ridge and Kirby," Chapman said. "There continues to be a lot of large oak trees, that are protected, that are being requested to be removed."
She asked the commission to "engage as much as appropriate" and noted that city staff member Michael Newman and planning manager Greg Bitter had inspected the site and indicated they would ask the applicant to resubmit portions of the report to address the deficiencies.
No public action was taken at the meeting; the comments were entered into the record and staff follow-up on the reports was reported.
