Roseville resident urges action on aging median, cites funding shortfall in LLD

Julia Sweeney, vice president of the Caseburg Kingswood Neighborhood Association, told the City of Roseville Planning Commission during the public comment period on June 26 that a median at the dead end of Kingswood has deteriorated and poses a fire hazard.
"It's really looking unkept," Sweeney said. "Frankly, it's a fire hazard. When you look at all of the dead bushes that have now started to crop up all over this median."
Sweeney said she submitted a service request through the city's app and read the citys written response into the record. According to the message she read, the landscaping in the area is maintained by the Northwest specific plan landscape maintenance district (LLD) and that the original district assessment was set in 1989 at $100 per homeowner and has not increased. The city response, read aloud by Sweeney, said district owners have voted down increases three times in the last 15 years, most recently in 2021, and that the districts current funding no longer supports previous service levels. The response warned that irrigation repairs and non-safety-related rehabilitation will be very limited without additional funding.
Sweeney said her neighborhood association will continue to pursue the issue locally but asked the commission to consider long-term maintenance needs when planning.
No formal action was taken by the commission; the remarks were taken during the public-comment period and entered into the meeting record.
