Roseville planning commission approves Primrose preschool at Painted Desert Drive

The City of Roseville Planning Commission on June 26 approved modifications to the Campus Oaks Town Center major project permits to allow a new Primrose preschool at 7930 Painted Desert Drive.
Staff said the proposed Primrose building would occupy a 1.8-acre parcel in the southern portion of the Campus Oaks Town Center and would be roughly 7,680 square feet with about 20,500 square feet of outdoor play area. Eric Singer, associate planner, told commissioners the project provides 61 parking spaces, exceeding the zoning ordinance requirement of 55 spaces, maintains required landscape widths along Painted Desert Drive and is consistent with previously approved Campus Oaks design guidelines and the Hewlett Packard master plan environmental review.
"The proposed modifications are substantially consistent with the intent of the original approval, and the project complies with the zoning ordinance, the general plan, the HB Campus Oaks master plan, and the community design guidelines," Eric Singer said.
Caitlin Sharon, a development project manager for Primrose who said she was attending with franchise owners, said the company is "excited to bring the Primrose brand to the Roseville community." No members of the public spoke during the hearing on the item.
A motion to adopt the required findings and approve the MPP Stage 1 and Stage 2 modifications carried in a roll-call vote. The commission adopted two findings of fact and approved the MPP Stage 1 modification (subject to seven conditions) and the MPP Stage 2 modification (subject to the stated conditions). The commission recorded unanimous approval; staff noted a 10-day appeal period for the decision.
Project materials posted for the hearing indicate the building would use the Campus Oaks Town Centers established materials palette (board-and-batten siding, stone wainscoting, metal roofing) and would provide internal drive-aisle connectivity to maintain shared circulation with adjacent parcels. The staff report cited a prior environmental addendum prepared under CEQA section 15164 and concluded no new environmental review was required because the proposal is substantially consistent with previously evaluated development.
The commissions action formally permits the applicant to proceed toward building permit submittal and tenant improvements subject to the conditions of approval and the 10-day appeal period.
