Public Services Director Lars Ewing said the Hammond Park project had $2.3 million in state Prop 68 park improvement funding and related Quimby contributions but bids came in above the project estimate; the low bid exceeded the project estimate by roughly $300,000. The board agreed to use General Parks Capital Reserve Fund (Fund 152) to bridge that gap so the project can advance rather than delay construction.
Board members also directed staff to return with a more detailed plan and costs for the Middletown pool (a $100,000 allocation was approved to begin design/initial improvements). Supervisors expressed different comfort levels about tapping the broader parks reserve for larger regional projects: while multiple members supported advancing Hammond Park, some asked staff to delay decisions on million-dollar requests for regional sports complexes and pools until the Lake Recreation JPA provides clearer commitments and the board has more information on city partners'funding commitments.
The board voted 5-0 to approve the reserve transfer for Hammond Park and the $100,000 allocation for Middletown pool work; other larger park reserve requests were noted but not approved at this hearing pending further review with JPA partners and final budget analysis.
