Windham board extends bank depository contract and approves two purchases over $500,000

The Windham School District Board of Trustees approved a two-year extension Thursday to its depository contract with First Financial Bank and voted to amend two contracts that exceed $500,000.
The board voted to extend the district's depository services contract with First Financial Bank for the 2025–27 biennium. Vice Chair Faith Johnson moved the extension; Dr. Rodney Burrow seconded the motion. After the board voted "aye," the motion passed.
The board also approved two contract amendments over $500,000 presented by Chief Financial Officer Robert O'Banion. The first amendment adds $50,000 to a documentary film production contract with Adam and Elliott Moving Pictures, bringing the production total to $645,000; the film is intended to replace an outdated life-skills documentary and include updated student and alumni experiences with a completion timeline of Dec. 30, 2025. The second approval increases the Aztec instructional software contract by $1,377,584 to expand licensing from 80 to 98 campus sites (plus Title I licenses), amending a three-year agreement originally approved in June 2023.
Board action and votes: Doctor Rodney Burrow moved approval of the contracts over $500,000; Judge Molly Francis seconded. The board indicated all in favor with "aye," and the motion passed.
Funding and procurement: O'Banion said both purchases would be included in the district's recommended budget for the next school year. He noted the Aztec purchase was procured through the Education Service Center Region 6 cooperative (EPIC 6), which had competitively bid and negotiated the agreement.
Board comment: Members asked to see the life-skills documentary before broad release; O'Banion said a trailer exists and that the full feature would be available to the board when completed.
Ending: The board also excused an absence from a prior meeting and approved its consent calendar earlier in the session; the next board meeting was set for Aug. 19, 2025, in Austin.
