The North Kingstown Budget and Finance Advisory Committee set a special meeting for Aug. 18, 2025, to review the district's unaudited fund balance and consider recommendations for allocations ahead of the next budget cycle.
Committee members said the meeting is intended to give the school committee earlier, better-organized fiscal guidance before budget workshops. "My motion would be that we should review the fund balance data on autopay in our August meeting," a committee member said; the committee later voted to meet Aug. 18 at 4:30 p.m.
Leslie, a business-office staff member, told the committee the most recent budget-to-actual snapshot through May 31 showed a $541,490.25 surplus on a straight budget-to-actual basis. She cautioned the number is unaudited and subject to change after year-end transactions and the district's large teacher payroll adjustments.
"That teacher balloon payment can be anywhere from $6,000,000 for salaries to $8,000,000," Leslie said, adding that payroll adjustments can cause swing of several hundred thousand dollars in final results. The committee discussed that the district's final audited fund balance and the timing of recommendations to the school committee may change based on those year-end adjustments.
Committee members discussed a recently posted fund-balance document that lists allocations the school committee approved during budget adoption; Leslie said once the fiscal year closes, the business office will post the allocations and update the fund-balance statement for the committee and the school committee.
The committee also discussed quarterly reporting cadence and agreed to include enterprise accounts (for example, nutrition and other self-funded accounts) in future quarterly budget-to-actual reports. Members said better timing of advisory-committee meetings relative to school committee budget workshops would allow the advisory panel to provide more actionable recommendations.
The committee agreed to prepare a proposed timeline and return with an updated unaudited fund-balance packet at the August meeting; the business office said auditors will be accepting trial balances in September.
