Pflugerville updates timeline, design details for Downtown East civic core and rec center

City of Pflugerville staff briefed the Tax Reinvestment Zone No. 1 board on progress at Downtown East, reporting that the civic plaza, a new recreation center, and City Hall are under construction and on track for substantial completion in November 2026.
The presentation explained project goals adopted early in the effort and noted several design and scope changes since land acquisition. Staff said the team opted to replace planned surface parking with a parking structure to preserve developable parcels for future buildings and to capture cost savings that could be applied to structured parking design. The rec center and an adjacent 10,500-square-foot retail space will be delivered by the master developer, who is also responsible for leasing the ground-floor commercial space.
City staff said the rec center has been named the Monarch by the City Council; the name is intended to underscore the project’s themes of nature, movement and community. The rec center design includes a natatorium, an indoor turf area with roll-up doors that open to the plaza, a stand-up slide, lap lanes and family amenities such as a beach-entry area for young children. A third-floor event room with capacity for about 300 people will open onto an outdoor terrace. Renderings shown to the board depict a civic-facing City Hall with council chambers on the ground floor and a café and community spaces at street level.
Staff described the plaza as a multi-use public space with a performance lawn, nature-play elements, water play and areas designed for food trucks and informal gatherings. The pedestrian street and green connections to nearby trails were presented as central to the project’s aim to create a walkable downtown.
Construction updates included increased concrete work, forthcoming steel lifts and a crane delivery expected in the coming weeks; staff said those activities will make the building decks and massing more visible from adjacent roadways. The parking structure is in design and may be constructed later in the overall schedule. Staff indicated additional phases (including more commercial, office and residential) will be pursued after phase 1 completes and market conditions support further investment.
No action was taken by the board on the Downtown East presentation. Staff said they will return with another update at the TIRZ fall meeting and will provide construction photos and additional schedule details then.
