Staff reports: regional transportation projects, building permits and enforcement updates presented to commission
Summary
Staff briefed the commission on recently approved RTC pavement projects for FY26, building-permit valuation and starts to date, code-enforcement activity and upcoming planning commission agenda items.
City staff provided updates to the Planning Commission on transportation projects, development activity and code enforcement during the June 25 meeting.
Chris Martinovich, Carson City Public Works and the Carson Area Metropolitan Planning Organization, notified the commission that the regional transportation plan (2050 RTP) is being updated and that a public survey is available at carsonareampo.com. He also said the Regional Transportation Commission approved several pavement projects for Performance District 3; maps and exhibits were provided to commissioners.
Staff reported that as of June 23 the total valuation of building permits for 2025 stood at roughly $131.6 million, with 322 housing starts year-to-date and 20 housing starts recorded in June (17 single-family, 3 multifamily/manufactured). Code enforcement reported 101 cases open in June with 73 closed as of June 23; staff noted proactive weed and weekend vendor enforcement and parking enforcement actions.
Planning staff previewed a full July agenda that includes several special use permits (construction yard on Arrowhead Drive, storage container on Russell Way, childcare facility on Hot Springs Road, Montessori at the MAC, and an office/parking garage project on East Sixth Street tied to the state Legislature), a grading amendment on Highway 50 West (Skyline and Hillside), and airport hangar proposals. Staff also said updated master plan mapping and photos are being posted on the city website and that a public listening session will be held at the library in August.
The commission asked for copies of Title 18 text edits for review; staff said minor edits are being completed and would be provided in July.
