San Antonio planning commission approves consent agenda, denies plan amendment for 13790 Judson Road

The San Antonio Planning Commission on June 25 approved a combined consent agenda of staff-recommended cases and denied a request to amend the North Sector Plan and reclassify property at 13790 Judson Road to allow I-1 industrial zoning, voting unanimously on both actions during a meeting that began at 2:00 p.m. and adjourned at 2:07 p.m.
Staff said the applicant for item 11 sought a plan amendment from suburban tier to specialized center so the site could be rezoned to I-1 (General Industrial). Freer, a planner with Development Services, told the commission, "Item number 11 is a request for approval of a resolution to amend the North sector plan from suburban tier to specialized center located at 13790 Judson Road." Freer said staff sent 15 mailed notices, received one in favor and one opposed, and found no registered neighborhood association within 200 feet.
Staff recommended denial. "Staff finds the proposed land use classification inconsistent with the surrounding area," Freer said, explaining that the suburban tier designation is intended to promote residential and community commercial uses and that the requested I-1 zoning would allow more intensive industrial uses than surrounding designations permit.
Freer also said the applicant had indicated a desire to do outside storage, which "is typically permitted by right in I-1 or I-2," and that staff believed the applicant could pursue outside storage through other zoning mechanisms aligned with the current suburban tier, such as a conditional use in a commercial district.
Commissioners asked whether denial would prevent the applicant from pursuing alternative paths. A staff member confirmed the applicant could amend their rezoning application or seek review by city council.
A motion to approve the combined hearing (consent) agenda passed on a roll-call vote. Commissioner Proffitt made the motion to deny item 11; Commissioner Milam seconded. The motion to deny the plan amendment and related rezoning request for 13790 Judson Road carried unanimously.
