OGDEN VALLEY, Utah — The Ogden Valley Planning Commission on June 24 unanimously approved a conditional use permit for “Fallow Refuge,” a small meditation-and‑retreat operation proposed near Beaver Creek off Highway 39, but delayed enforcement of a code requirement that parking be paved.
The application, listed on the agenda as 2.1 CUP2024-13, would permit a year‑round conference/education center operation with a maximum on‑site capacity of 10 people, parking for 10 vehicles, three pedestrian bridges and two wells and septic systems. Planning staff told commissioners the Weber‑Morgan Health Department has provided conditional comments and listed two outstanding requirements for final health approval: installation of a replacement drain field with an alternating valve and submission of an engineered on‑site wastewater design.
