Board adopts literacy coursework rule for teacher-prep programs; board discusses ‘three-cueing’ prohibition

The Alabama State Board of Education on May 9 voted to adopt Alabama Administrative Code rule 290-3-3-.61, which sets literacy coursework requirements — described as the “science of reading” coursework — for institutions of higher education that prepare teachers.
Dr. Mackey, an official with the Alabama State Department of Education, told the board the standards apply primarily to early childhood and elementary teacher preparation and to collaborative special education teachers; they were proposed earlier in work sessions and revised after public comments. He said the version before the board reflected changes previously agreed upon and that no new public comments were received since the board's earlier action.
Dr. Mackey also said the rule's last paragraph “outlaws the 3 queuing system or the MSV system, which is essentially another word for 3 queuing, in Alabama's all of Alabama's institutions of higher education and throughout our k 12 schools in the state.” When a board member asked whether a related bill by Representative Hulsey had passed in the legislative session, Dr. Mackey said he was not certain and believed as of the previous day it had not passed, noting legislators were meeting that day.
A motion to adopt the rule was moved and seconded; the board approved the rule by unanimous vote.
