Boyle County fiscal court approves enterprise fleet management agreement; staff warned each vehicle lease is separate

The Boyle County Fiscal Court on June 24 approved an enterprise fleet management agreement and authorized the county judge to sign the required contracts that would place an initial set of county vehicles into a lease-management arrangement.

County staff said the first phase will include 15 county vehicles and three new sheriff/police vehicles. County Administrator Julie Wagner told the court the contracts were included in members’ packets and asked the court to authorize the judge to sign them so staff could proceed with vehicle transitions.

A fleet representative explained that “for every vehicle that you lease, each has its own contract,” and that terminating a single vehicle contract requires written notice at least 60 days before the last day of any month for the termination to be effective. The representative said terminating one contract does not terminate others. (Transcript: “for every vehicle that you lease, each has its own contract… not less than 60 days prior written notice.”)

Magistrates discussed options for disposing of county-owned vehicles that are replaced through the program. County staff said disposing of surplus vehicles must follow government rules and regulations and the county is still determining whether to sell locally, use government sales firms, or other options to market the equipment.

Magistrate commentary emphasized an interest in keeping warranty and service work local: staff said final inspections and warranty repairs for fleet vehicles will be handled through local dealerships so those dealers continue to receive some service revenue.

The court approved the agreement on a motion, seconded and carried by voice vote. Staff said each leased vehicle will have a separate contract, that termination of an individual contract requires at least 60 days’ prior written notice effective at month’s end, and that vehicle disposition logistics will be decided as the program advances.

Implementation notes: The judge was authorized to sign individual vehicle contracts; staff will return with options for selling existing county vehicles as those units are transitioned into the fleet program.
