Hartland resident presses village to act on alleged nuisance property and loose dogs at 1209 Lisbon Avenue

Sofia Bourbon, a Hartland resident, addressed the Village of Hartland Board of Trustees during public comment to describe ongoing problems at 1209 Lisbon Avenue. Bourbon said the property has been in poor condition for about three years, including missing siding, interior water damage and an apparent structural concern she described as walls temporarily supported with two‑by‑fours. She also raised concerns about multiple dogs at the property and two incidents when the dogs chased her own small dogs.
"The property located at 1209 Lisbon Avenue is a rather a nuisance property," Bourbon told the board. She said she has filed repeated complaints, that Village police told her complainant names should not be released, and that someone connected to the property appears to have learned who filed the complaints. Bourbon asked the board what enforcement options exist and asked staff to get the building inspector and police to follow up.
Village staff told Bourbon they would have Building Inspector Scott Hausinger and police contact her to review her reports and photographs. A board member said the matter may involve separate building‑inspection and police processes and agreed to ask staff to coordinate both offices to clarify timelines and next steps for enforcement.
