Devin, a Keller Inc. representative, summarized the company's proposal as a two‑part engagement: design work followed by construction management, including a construction management fee pegged at about 2.5 percent of construction cost and monthly staffing charges for an estimated 15‑month construction period. "So there's 2 big portions of this. There's the design portion and then the construction," Devin said during the presentation.
The board and Keller staff spent the bulk of the discussion on how personnel and travel costs should be allocated when the village is effectively hiring the same firm to manage two concurrent projects. Trustees and staff identified four cost lines to be split between the projects: project executive travel and per‑diem, project manager travel and per‑diem, and superintendent travel and per‑diem. Keller agreed to revise the contract language and line items to reflect the 50/50 split and to deliver an updated contract document for local review before signing.
Trustee Churchill moved to approve both design/construction management agreements with Keller subject to those adjustments; Trustee Pfeiffer seconded. The clerk recorded the motion and the board carried it by voice vote.
Why it matters: the agreements set the procurement path for two capital projects that the village has prioritized after space and facility studies presented by staff. The design phase will produce plans and bid documents; only after bids are opened will the village decide whether to proceed to construction. Keller's presentation noted that if the village halted the project during design, the village would only be responsible for costs incurred to that point, not the full construction management fee.
