Board approves wastewater project pay request, Clean Water Fund loan reimbursement and Veolia maintenance schedule

The Village of Jackson Board of Public Works on June 24 approved three wastewater-related items: pay request No. 16 for the wastewater treatment plant tertiary filters and UV disinfection project to JH Hassinger for $99,540.52; Clean Water Fund loan reimbursement request No. 13 for the 2024 wastewater treatment plant project for $125,364.57; and a disc-filter maintenance agreement with Veolia Water Technologies for $113,071.38.

Board members moved and seconded the motions for each item and approved them by voice vote. The board record shows the motions were recommended to Budget & Finance and the Village Board where applicable.

During discussion about the Veolia maintenance proposal, staff and board members questioned whether the district had performed regular maintenance previously. Staff said to their knowledge the disc filters had not received maintenance on a regular schedule and may be approaching 10 years since installation. Veolia's proposal, and the staff recommendation, described a five-year maintenance schedule and noted that warranty coverage for parts can be affected if a subcontractor purchases and installs parts rather than Veolia. Staff and the board discussed doing preventative maintenance now to avoid failures and to establish an inspection cadence (e.g., good inspection in two years, reassess at five or seven years).

For the Clean Water Fund loan reimbursement, staff noted two additional 2024 engineering charges were incorporated into the reimbursement request. All three motions passed by voice vote without recorded roll-call tallies.
