Planning commission approves Golden West Credit Union site and architecture after UDOT right‑of‑way changes

Roy City Planning Commission unanimously approved on June 10 the site plan and architectural design for a Golden West Credit Union branch at approximately 5627 South, 2050 West, subject to conditions spelled out in staff reports and the DRC (Design Review Committee) memo.
Eric Malmberg of Anderson Wallen and Associates represented Golden West and described changes necessary after UDOT’s roadway widening. Malmberg said Golden West purchased adjacent property the credit union needs to reconfigure its drive‑through and preserve on‑site banking functions. "Golden West Credit Union wants to remain in the city of Roy," he told the commission, and the proposed redesign moves the drive‑through canopy and creates a detached drive‑through/ATM area to the south of the existing building to meet setback requirements and preserve customer parking.
Staff and the applicant explained the revised site plan would flip the parking/dumpster/drive‑through layout to meet the minimum 20‑foot front setback and 10‑foot side yard buffer required where the site abuts a single‑family dwelling. Other revisions discussed included landscaping islands with required trees, bicycle parking, relocation and screening for the dumpster enclosure and ensuring parking stall dimensions and pedestrian walkways meet code standards.
City staff recommended approval subject to compliance with DRC comments and the conditions listed in the staff report. The commission approved the site plan and architectural plan in two separate motions; both passed unanimously.
The project will proceed to final engineering and building permit review and must meet the staff conditions before construction may begin.
