The Richmond City Board of Commissioners voted unanimously to approve a series of orders and administrative items, including a land transfer agreement to establish Industrial Park 4, an updated mutual‑aid agreement with the Department of the Army for the Bluegrass Army Depot, planning and zoning personnel changes, surplus property disposition, affirmation of the Section 8 budget and two task orders to close out the fire training center project.
Industrial Park 4: The board adopted Order 25‑96 to approve a land transfer agreement that would record the Industrial Park 4 parcel in the name of the Richmond Industrial Development Corporation (RIDC). The city manager explained the arrangement: if the city acquires the property and transfers title to the RIDC, proceeds from future sales of parcels would be returned to the city. City officials said they anticipate a grant award in late July to support the project.
Mutual‑aid with Army: By Order 25‑97 the board entered an updated mutual‑aid agreement for firefighting services with the Department of the Army for the Bluegrass Army Depot and authorized the mayor to sign the agreement.
Planning & Zoning staffing and job descriptions: The commission approved two related personnel orders. Order 25‑98 adjusted an employee's status in the Planning & Zoning Department, changing an employee from full‑time director to planner (effective payroll date July 11, 2025) and placing the employee on a one‑year probationary period with no cost‑of‑living adjustment for July 2025. Order 25‑99 adopted an updated job description and pay grade for the Planning & Zoning director role, adding post‑secondary education and experience criteria; the administration said it will post the vacancy through the Kentucky League of Cities, the Bluegrass Area Development District and the city website.
Surplus property and Section 8: The board declared June 2025 items submitted by the police department as surplus and authorized disposition on govdeals.com (Order 25‑100). The commission also affirmed the Section 8 fiscal year 2026 budget as submitted by the Section 8 board (Order 25‑101); the Section 8 board approved the budget in its prior meeting.
Fire training center task orders: The board approved two task orders with First Call Construction to close out the fire training steel building replacement project: Task Order 1, $4,500 for powder‑coating garage doors; Task Order 2, $18,500 for additional foundation and slab work. Funding for those task orders was identified from fire department capital outlay funds (Order 25‑102).
Roll calls recorded each item as approved with all commissioners voting "yes," and the mayor authorized signatures as required.
