Dickinson to operate state driver—s license branch at T. Rex Mall starting July 1, 2025

The Dickinson City Commission on June 24 approved an agreement with the North Dakota Department of Transportation that lets the city occupy the Dickinson Motor Vehicle branch office space at the T. Rex Mall beginning July 1, 2025. City Administrator Dossinger said the space is a little over 1,200 square feet and the agreement is effective on July 1, 2025.

The agreement, as presented, says the City of Dickinson will pay the North Dakota Department of Transportation—s driver—s license division $1,500 a month beginning Jan. 1, 2027 through June 30, 2027; the monthly sublease amount will be reevaluated on July 1, 2027. Dossinger told commissioners the contract the commission received contained a typographical error showing the $1,500 start date as July 1, 2027, and the city has requested a corrected contract with the start date of Jan. 1, 2027.

Dossinger said the city expects a short interruption in services when it takes over the site. "We do expect at least about a week lag, in services over there," he said, adding staff will notify the public when the precise schedule is finalized. He said the city expects a soft opening in July, that staff interviews are underway, and that the state will provide a week-long training for new staff.

Miss Zwinko, who reviewed the agreement, described it as standard for state Motor Vehicle branch office subleases: "It's a very standard agreement that the state of North Dakota puts out for these types of agreements." Commissioners voted to approve the agreement; the motion to approve was made by Commissioner Bair, seconded by Commissioner Riddle, and passed by unanimous recorded voice vote.

The commission did not set a specific public notification date during the meeting. Dossinger said the city was still working out operational details with the state and staff and would notify the public once those details were finalized.
