Salinas City Council approved a U.S. Department of Housing and Urban Development (HUD) five-year consolidated plan and the city consolidated-plan for 2025—2029 and the first-year annual action plan for 2025—2026, along with renewing the city neighborhood revitalization strategy area (ANZRA) for the Alisal neighborhood.
At a June 17 presentation, Monica Flores, community development analyst, and Francisco Rambeilam, management analyst, summarized outreach, priorities and funding assumptions for the plan that will be submitted to HUD later this month. Flores said the consolidated plan is the city application to HUD and includes the annual action plan for 2025—2026. Rambeilam reviewed the draft allocations: about $2.1 million in CDBG, $791,000 in HOME and roughly $188,000 in ESG for the coming year, and described proposed uses including Chinatown and Alley-side infrastructure projects, housing rehabilitation and rental preservation, and public services such as tenant counseling and rapid re-housing.
Council discussion focused on program access, accountability and the contingency that federal appropriations could change. Councilmember Jose Avila asked whether the plan limits the city to a single NRA; staff said additional designations are possible but must meet federal thresholds. Councilmember Andrew Sandoval urged a public-facing dashboard to track outcomes and recommended more outreach. City staff said the city will return with details on program design and that the HUD application does not draw from the general fund; it establishes eligibility to receive annual HUD allocations.
The council voted unanimously to approve the consolidated plan, the FY25—26 action plan and redesignation of the Alisal Neighborhood Revitalization Strategy Area, and authorized the mayor and city manager to execute related documents with HUD. The vote recorded seven yes votes and no votes or objections were recorded during roll call.
The approved HUD plan authorizes the city to pursue planned CDBG, HOME and ESG activity during the five-year cycle, and directs staff to return with project-specific agreements and citizen-participation follow-ups required by HUD.
