Votes at a glance: easement for power company, noise permits, subdivision and RDA/LBA budgets approved
Summary
Pleasant Grove council approved several largely procedural items by unanimous votes: a small easement for Rocky Mountain Power at the Monson Well site; a noise exception for a July event; a two-lot commercial subdivision (Grove Commons Plat D); and adopted RDA and LBA budgets.
At its June 24 meeting, the Pleasant Grove City Council and associated boards approved several agenda items with limited discussion:
- Rocky Mountain Power easement (Resolution 2025-024): The council authorized the mayor to sign a 10-foot-by-10-foot underground right-of-way easement (approximately 0.002 acres) for Rocky Mountain Power at the Monson Well and booster pump site, located near 100 North and 950 East. Counsel explained the easement is needed because existing power infrastructure must be moved outside the company’s current easement. Councilmember Anderson moved to approve; Councilmember Rogers seconded. A roll-call vote recorded Williams, Rogers, Lamon, Jensen and Anderson voting yes; the motion carried.
- Noise-exception permit for Follow the Flag (July events): The council approved a temporary exception to the city’s noise ordinance to allow musical performances to exceed certain decibel limits until 11 p.m. on July 12–13, 2025, for the Follow the Flag event at 1550 North 100 East. Staff noted the request is recurring, that organizers must provide 24-hour notice to adjacent residents, and that the extension accounts for performance and cleanup time. Councilmember Ramon moved to approve; Councilmember Jensen seconded. The motion passed on a voice vote.
- Grove Commons Plat D subdivision (preliminary commercial plat): The council approved a two-lot preliminary commercial subdivision (Grove Commons Plat D) on about 1.375 acres at approximately 1809 West State Street, dividing an existing lot into two commercial parcels. The item was a plat approval only; no site plan or building proposals were before the council. Councilmember Williams moved to approve; Councilmember Anderson seconded. The motion carried on a voice vote.
- Redevelopment Agency (RDA) and Local Building Authority (LBA) budgets: Both the Pleasant Grove City Redevelopment Agency and the Local Building Authority held public hearings and adopted their final FY2026 budgets. Board members voted in favor of the respective resolutions. No substantive changes were made from the drafts previously reviewed by board members.
The council noted that these items were routine and primarily procedural; staff will complete ministerial paperwork (signatures, recording easement documents, and executing plats) and notify affected parties as required.
