Commissioners note R4/R5 changes, tabled rezone and upcoming annexation review; meeting adjourned

The Ogden Planning Commission on June 24 heard updates from planning staff on recent City Council action affecting residential zoning densities, a tabled rezone near the railroad tracks and the schedule for an annexation application, then adjourned.

Planning staff Steve reported that the council modified R4 and R5 residential zone standards: the R4 zone remains at 12 units per acre and the council reduced maximum density in R5 from 25 units per acre to 20. “They had not approved any of the changes to the R4, so it's still 12 units an acre. And then they reduced the number of units per acre on the R5 from 25 down to 20,” Steve said.

Steve also said a rezone request for a property described as near the railroad tracks (referred to as “6,000 by the railroad tracks” in staff remarks) was tabled; staff expect the item to return to the commission at a future meeting to resolve the R5 zone concern.

On annexation, staff said the matter will go to city council on July 15 for plan consideration; after council action the applicant will need to apply formally for annexation. Staff noted that because the property is within 5,000 feet of an airport, additional approvals may be required under state statute and from the airport authority.

Commissioners and staff also exchanged brief updates about local development projects and commercial construction in the city, including a reference to a new Wells Fargo building rising and uncertainty about a potential restaurant tenant under contract.

Outgoing Commissioner Collins offered brief remarks about his time on the commission before the meeting closed. “It’s been fun. It’s been interesting,” Collins said, thanking staff and commissioners and wishing them well under Steve’s leadership.

A motion to adjourn was made and seconded; the commission approved the adjournment by voice vote.
