At the public hearing, a speaker identified only as Liz, participating remotely, said the funds “have been awarded,” that a kickoff meeting with interested parties was scheduled, and that “Sarah Poman from the state is coming in to meet with us, to get things going.” No other members of the public spoke in opposition and the council closed the hearing before taking the vote.
The council did not discuss alternate administrators or opposition during the hearing. The motion adopted puts ECIA on contract to carry out grant administration tasks; the council record showed no conditions attached to the contract approval.
Officials present said they expected a kickoff meeting with state staff to begin project planning; no schedule for construction or façade work was specified in the hearing record.
