The City Commission approved on first reading ordinance 2025-10 to amend the City of St. Augustine comprehensive plan’s infrastructure element and adopt an updated water supply facilities work plan that conforms to the 2023 North Florida Regional Water Supply Plan.
Amy Skinner, director of Planning and Building, explained the statutory requirement: Florida local governments must update their water supply plans every five years to align with regional water management district planning. The updated appendix reflects findings of the North Florida Regional Water Supply Plan and contains water-conservation measures and changes staff said will be submitted to the reviewing agencies as part of a 30-day expedited state review. The Planning & Zoning Board had previously held a public hearing and recommended adoption.
The commission voted unanimously to approve first reading and directed staff to file the update for required agency review, after which staff will respond to any comments and return the ordinance for second reading and public hearing. Commissioners emphasized water conservation measures and noted the potential long-term benefits of landscape and irrigation practices in reducing consumption.
