Votes at a glance: Hurst council approves consent items, municipal setting designation, CDBG award, mall event permit and appointments

The Hurst City Council took a series of procedural and project votes during its June meeting. Key actions included approval of a consent agenda, support for a municipal setting designation application, award of a Community Development Block Grant (CDBG) pavement contract, approval of a small event permit at the Northeast Mall and approval of several appointments to boards and commissions.

Consent agenda: Council approved the consent agenda, which included approval of minutes for the June 10, 2025 meeting; authorization for the city manager to enter into a sign replacement agreement for a property at 200 Grapevine Highway and a contract addendum for Brown Trail reconstruction improvements with Aguiar and Fields LPA; and authorization for joint paving, seal and crack-sealing services through a cooperative purchasing agreement, among other listed items. A council member moved approval and a second was recorded; the motion carried.

Municipal setting designation (Resolution 18-87): The council approved Resolution 18-87 supporting a municipal setting designation application to the Texas Commission on Environmental Quality for properties described in staff materials (referenced in the meeting as 20306 and 316 Grapevine Highway). Public works staff described the designation as a TCEQ process to identify groundwater protections for areas with known contamination concerns; staff reported no objection to the application and council voted to support it.

CDBG pavement project (Ponderosa Drive): Council awarded the CDBG-funded Ponderosa Drive pavement project to JECS Construction Company in the amount of $455,394 with a 9.8% contingency of $44,606, for a total project authorization of $500,000. The county grant covers $170,000 of the project; the city is responsible for costs exceeding the county grant amount, the motion recorded.

Northeast Mall event permit: Council approved a small-event permit for Graco Incorporated to host a promotional event in the Dillards parking area at the Northeast Mall in late July; staff characterized the request as falling under the previously approved small-event agreement.

Appointments: Council appointed Josh Ingram to the Community Services Development Corporation, Oliver Blankenship to the Public Safety and Infrastructure Committee and Christopher Strong to the Codes, Appeals and Advisory Committee; council also reappointed applicants who requested reappointment to their respective boards and commissions.
