Planning staff presented a request to rezone 8086 and 8078 Precinct Line Road to Planned Development to allow a membership‑based private car club called “Sidecar” that would house a club‑owned fleet, garage/showroom space and a lounge/event area.
Staff described the proposal as a private, membership‑only operation in which the business would own the vehicles available for members to reserve and drive; staff said members would not store personal vehicles at the facility. The conceptual floor plan shown to the commission included roughly 7,500 square feet of event/showroom/garage space and about 3,000 square feet of lounge and social space with a bar and entertainment features such as virtual golf and virtual racing. Staff characterized the use as a hybrid private club and event center with occasional food service.
The property is currently undeveloped and has frontage on Precinct Line Road and Lavaca; staff said the applicant intends to combine the two lots into one parcel. Staff noted a creek and drainage constraints on the site and said the likely building placement would be closer to Precinct Line Road with parking and flat work toward the creek side to avoid placing a structure in the restricted drainage area. Staff told commissioners they need a more detailed site exhibit showing exact building placement, parking, open space and access drives before the formal application is complete.
Commissioners and staff discussed whether liquor service would require a separate authorization; staff said the club would need an alcohol permit unless liquor service is specifically included in the Planned Development language. Staff also confirmed the vehicles would be owned by the business rather than by members and that the facility would not be a vehicle‑storage business for private owners.
No vote or recommendation was recorded at the work session; staff said the item will return with more detailed site plans as the application progresses.
