Following a closed session on Tuesday night, the Anna City Council made a series of personnel and governance actions, including leadership appointments and legal/contract approvals.
The council appointed Kevin Totten as mayor pro tem by a 4-2 vote with one abstention. It also appointed Stan Carver as deputy mayor pro tem by a 5-2 vote.
In closed session the council considered legal and personnel matters and subsequently voted to retain outside counsel Catherine Clifton of the firm Genaway & Clifton to provide legal services to the city on a personnel matter. The vote was recorded by roll call and carried.
The council also approved an amendment to the city manager's contract. A roll-call vote on that item recorded several affirmative votes; the clerk recorded at least one "no" vote by the mayor.
No additional contract terms were read into the public record during the meeting; the council discussed the items in closed session under Texas Government Code chapters cited in the meeting agenda and then took action in open session to implement the decisions.
Ending: City staff did not provide additional public details about the closed-session negotiations on personnel or contract terms during the open-session motion; the council directed staff to execute the approved actions.
