Centurion to build Standridge access to improve emergency response under amended Shelby Track agreement

The Anna City Council unanimously approved a third amendment to the Shelby Track subdivision improvement agreement that reassigns certain construction responsibilities to speed up a road project and improve emergency access.
City Manager Ryan Henderson explained the change was driven by public-safety concerns after Fire Station 2 opened last year. Henderson said crews at Fire Station 2 lack direct northbound access into the area between U.S. 75 and FM 455 and that the proposed Standridge extension will give faster access to Rosamond and the northern portion of the community.
Developer Centurion American agreed to construct the Standridge segment within 12 months under the amendment; in exchange it requested not to be required to build the previously planned commercial component of the development. Trevor Collinger, representing Centurion, said the Standridge segment will initially be built as a two-lane road, with provisions allowing future widening if the city later amends the thoroughfare plan.
"It will be a 2 lane road, by the way, and then maybe a 4 lane depending on when the city is ready to move that thoroughfare plan in effect," Collinger said.
Henderson said Centurion remains responsible for completing the commercial area, but under the amendment Centurion will not be the builder of that commercial component; instead a partner or different owner is expected to take the commercial piece forward.
Council members asked about traffic flow, the intended width of the road and the commercial timeline. Collinger said the partner expected to take over the commercial parcel should close in about 60 to 90 days and that Centurion has started engineering on the Standridge segment and expects to be faster than the 12-month contractual window if possible.
The motion to approve the amendment passed unanimously.
Ending: City staff said construction engineering has already begun and the city will monitor the project to ensure Standridge is built to provide the intended public-safety access within the agreed timeframe.
