Kootenai County approves payables, interagency agreements and community grants

The Kootenai County Board of Commissioners on June 24 approved a consent calendar of items including $3,241,950.64 in payables and multiple agreements and grant applications covering juvenile-corrections clinician funding, airport facility use, wildfire-season ramp rental, the county’s National Night Out event and a historic preservation grant application.
The board voted unanimously on the package of items. The board approved payables for the week of June 16–20, 2025 totaling $3,241,950.64. Commissioners also approved a pass-through recipient agreement with the Idaho Department of Juvenile Corrections that will provide $100,000 in state funds to support clinician services at the county juvenile detention center; county legal had reviewed that agreement.
Airport and emergency-services items approved included a third amendment to a facility-use agreement with Northern Lakes Fire Protection District, extending use of an airport ARFF station through June 2030, and a land-use agreement (25-703) with the Idaho Department of Lands for the airport’s west ramp during the 2025 fire season. The IDL agreement covers the period of performance June 25–Oct. 20 and anticipates use by about five aircraft, including fixed-wing “fire boss” aircraft and helicopters; the agreement includes a weekly ramp rate plus a per-aircraft-per-night fee.
The board approved a National Night Out support agreement and event application presented by Deputy Doug Goodman of the sheriff’s office, with the condition that vendors provide proof of insurance and that standard vendor templates be used. Jeff Fuller, director of building and grounds, won approval to hire DeVry’s Moving and Storage to assist department moves into the new Justice Building. Courtney Beebe, representing the county’s historic preservation interest, asked the board to submit a $2,500 application to the Idaho State Historical Society (the nonprofit foundation) for a community enhancement grant; the county has budgeted $5,000 for a photograph exhibit that would use the additional grant funds if awarded.
