Racine council approves HazMat contract, bridge consultant agreement and grant applications; several items referred to committees

At its June 17 meeting the Racine Common Council approved several time-sensitive contracts and grant applications included in the mayor’s report and referred a number of communications to standing committees.
Key approvals and referrals taken on June 17:
- Wisconsin Emergency Management State Regional Hazardous Materials Response Team contract (agenda item 30584-25). Staff recommended the mayor, city clerk and finance director be authorized to sign a regional HazMat response-team contract covering July 1, 2025, to June 30, 2027. The staff report states: “The city will receive $9,090,190 25 per year for training and service rendered” (amount as stated in the staff communication). The motion to approve carried on the roll call with the clerk recording 14 ayes and 0 nos.
- Three-party consultant engineering services agreement for the State Street Bridge over the Root River (agenda item 0607-25). Staff recommended the city enter a three-party consultant agreement for State Project ID 2029-01-02 (State Street bridge rehabilitation) not to exceed $1,245,240.58, with the city’s share reported in the staff communication as $310,003.01 and the state share as $930,903.0.43. The council approved the item by recorded vote (14 ayes, 0 nos).
- Application for the 2025 Community Development grant supporting law enforcement accreditation (agenda item 0615-25). Staff recommended approval to apply for the grant; the fiscal note said the award amount could be up to $300,000 and that no city match is required. The motion carried on the clerk’s roll call (14 ayes, 0 nos).
The council also referred multiple communications to committee: a set of items was referred to finance and personnel; several public-works items were sent to Public Works and Services; and public-safety and licensing items were sent to the Public Safety and Licensing Committee. Specific referrals were moved and seconded by alder members and the motions carried without recorded opposition on the consent items.
Several communications listed on the agenda requested authority to apply for additional federal and state grants on behalf of the police department, transmission of claims to the city attorney’s office, and contract awards for arts and community programming; those items were referred to the appropriate standing committees for further review.
