Clinton City Schools board approves budget amendment to cover science kits and state bonuses

The Clinton City Schools Board approved Budget Amendment No. 5 on a roll-call vote after a presentation from district finance staff.
The amendment adjusts general-purpose school fund line items to align budget authority with anticipated expenditures and audit requirements. Scott Ray, the district finance presenter, said the amendment recognizes a $2,000 state bonus for eligible teachers and will accrue that revenue for June 30 even though some districts will account for it next fiscal year. "I did recognize the state bonuses that are to be paid to certain qualified teachers, the $2,000 bonus. And I recognize that revenue, we're gonna pay that in June, on June 30, and I'll, accrue the revenue even though we won't get it until July," Ray said.
The amendment also adds about $111,000 for science supplemental materials tied to the district's new science textbook adoption. Kelly, the district director, explained that the state's updated science standards emphasize project-based, STEM-focused instruction and that textbook modules include teacher kits with manipulatives and nonconsumable items. "The textbook company sells for each of the modules in each grade level. There's a kit that literally is everything the teacher needs to be able to implement that," Kelly said, describing the district's decision to purchase module kits from McGraw Hill rather than sourcing individual consumables.
Ray said other adjustments in the four-page amendment reflect routine changes in salaries, benefits and revenues as staffing and insurance choices solidify. He recommended board approval to ensure spending remains within budgeted authority for audit compliance.
The board voted to approve Budget Amendment No. 5. Roll call recorded: Lori Bosa — Yes; Tim Michael — Yes; Roy Price — Yes; Jovie Smith — Yes; BenBee — Yes. The motion carried.
The amendment is intended to keep the district's accounts aligned with recognized revenues and anticipated expenditures before fiscal year close; no separate changes to federal-project funds or the school nutrition fund were reported in the amendment.
The board moved on to other business following the vote.
