Staff reported a modest funding increase from the prior year: $49,172 additional CDBG and $1,454.79 additional HOME funds. The CDAB reviewed 12 nonprofit applications and eight departmental requests; the board recommended prioritized awards that favored project‑based, direct‑service requests rather than core operating support. Jim Young, CDAB chair, explained the board’s approach: the panel seeks to fund proposals that directly expand service levels or reach additional people rather than underwriting routine operating salaries. He noted the advisory board’s recommendations are advisory and the commission can alter allocations.
Commissioners asked about a request from the Literacy Center of Harlingen, which had requested $68,000 but received no award in the board’s recommendation. Young said the board prioritized project‑specific proposals and noted the Literacy Center’s application appeared directed toward operating costs. The commission approved the recommended allocations and thanked staff and the advisory board for their work.
The plan will be administered by the city’s Community Development programs; funded projects will be required to follow federal CDBG and HOME program rules, including eligible use, procurement, and reporting requirements.
