Ashland County HHS votes to seek Social Worker 3 to supervise growing CLTS caseload

The Ashland County Health & Human Services Committee voted to forward a request to the executive committee to fill a Social Worker 3 position to provide mid-level supervision for the Children's Long-Term Support (CLTS) program and absorb caseload and authorization duties.
Committee members moved and seconded the request and approved it by voice vote. Laura Nigro moved to forward the staffing request and Joy Henderson seconded; the motion carried with members saying “aye.”
The committee heard from county staff that CLTS enrollment has grown substantially since it became an unofficial entitlement. A staff member said, “it has grown exponentially since they made that unofficial entitlement,” and described the program as “very, very complex” with steady new approvals and authorizations needing review and entry into the state system.
Tasha, the ADRC branch manager, described how the new Social Worker 3 would handle both supervision and administrative prior-authorizations: “this mid level supervisor position would also be responsible for entering all of the authorizations,” she said, adding that consolidating authorization entry within the position would save time for fiscal staff and case managers and reduce repeated corrections when authorizations are denied.
County staff told the committee that most of the position’s costs should be billable or recoverable through Wisconsin Medicaid reconciliation mechanisms used to capture previously unbilled expenses. The presenter said the position would also carry a caseload and function as a higher-pay-grade case manager with supervisory duties.
The committee approved a motion asking that the executive committee consider the request for authorization to fill the Social Worker 3 position; no opposition was recorded in the voice vote.
The committee did not set an implementation date; staff said final budget and reconciliation details will be addressed by the executive committee if the request is approved.
