Commissioners approve updated TDA administrative agreement, clarifying authority and records responsibilities

The Buncombe County Board of Commissioners approved a revised administrative agreement with the Buncombe County Tourism Development Authority (BCTDA) on June 17 that clarifies the scope of services and audit responsibilities between the parties.
Melissa (staff) presented the new agreement and described key changes from the prior 2023 arrangement. She said the prior agreement had referenced the nonprofit Explore Asheville and placed the authority's accounting transactions in the county's Workday system. Under the revised agreement, the administration agreement is expressly with the public authority, BCTDA, and the authority will maintain its accounting transactions on its own system. "The tax administration has not changed. We will continue to collect their occupancy tax and retain 5% fee and remit the net occupancy tax to the authority on a monthly basis," Melissa said.
The new agreement also clarifies the finance officer duties consistent with state statute and places responsibility on BCTDA to provide records to auditors and interact with third-party auditors directly.
A motion to approve the updated administrative agreement passed with a second and an affirmative vote; the board did not request any amendments at the June 17 meeting.
