Board approves several district budgets and two boundary annexations into THPRD and TVWD
Summary
In addition to the county budget, commissioners adopted multiple service‑district budgets and levies and approved annexation of one 9.33‑acre tax lot into the Tualatin Hills Park & Recreation District and the Tualatin Valley Water District.
Washington County commissioners approved a series of special‑district budgets and levies and completed two boundary annexation actions during the June 17 meeting.
Votes taken included: adoption of the Service District for Lighting No. 1 budget and establishment of maximum annual assessments; adoption of the North Bethany County Service District for Roads FY26 budget and levy of the district’s permanent $1.25 per $1,000 AV tax rate; approval of the Enhanced Sheriff Patrol District (ESPD) budget and levy (including the local option rate); and adoption of the Urban Road Maintenance District budget and levy.
Staff reported outreach on assessment changes for lighting districts (more than 2,000 property notices were mailed and six inquiries were received). All four special‑district budgets passed by recorded votes with no opposition.
Separately, the board held two separate public hearings and adopted resolutions to annex an approximately 9.33‑acre tax lot (13432 NW Springville Lane) into Tualatin Hills Park & Recreation District (THPRD) and into Tualatin Valley Water District (TVWD). No public speakers opposed the requests; staff had recommended approval after confirming criteria were met and the annexations were initiated by consent petition by the property owner.
