Contractor briefs court on Ueno Drive sewer work, promises staged closures and emergency access

County engineer Jim Silliman and Flynn Brothers representatives told the fiscal court on June 17 about a planned phase of sanitary sewer and force-main construction that will close sections of Ueno Drive in the Lakewood Valley subdivision for about six days per initial phase and continue through mid-July for the overall work.
JD Fiske of Flynn Brothers said his team prepared a maintenance-of-traffic plan that will be engineered to MUTCD standards and will be posted to county social media; the contractor described a phase-based closure in which the contractor will aim to maintain home access by directing traffic at the closure points and by using traffic-control personnel. The contractor said open trenches will be plated with traffic-rated plates when residents need immediate access and that crews will dig, set pipe and backfill continuously to minimize the extent of open trench at any one time.
Magistrates asked about emergency access, elderly residents, and whether fire and ambulance apparatus could be supported across plates. Flynn Brothers said the plates are rated for heavy vehicles (the contractor noted they routinely handle loads far above fire apparatus weight) and that the crew will provide a county contact — either the contractor’s superintendent or JD Fiske — who will coordinate directly with dispatch and emergency services to ensure quick access; they said they could plate entire trench lines on short notice.
Silliman said the contractor’s draft schedule calls for the initial closure phase to begin in late June/early July and to finish in mid-July, with later work to install a pump station and decommission an old lagoon treatment plant targeted for late August. He said the county will post notices to affected homes and provide a marked plan with contact information. Flynn Brothers said they would consider temporary asphalt during project pauses so residents could reach West Moody when feasible and will repave affected segments on completion.
The court accepted the presentation and indicated staff will publish the traffic-management plan and advance notices for the impacted subdivision.
