Porterville launches expedited review of sign code to ease permitting and enforcement

The Porterville City Council voted unanimously June 17 to begin an expedited review of Article 305 (signs) of the development ordinance and to form a staff-led working group that will return to council with proposed revisions and an implementation schedule within 30 days.
Acting City Manager Tree explained staff's recommendation for an expedited update focused on streamlining permitting, expanding flexibility for businesses and modernizing enforcement tools. Council members and speakers from the public discussed safety and aesthetic tradeoffs, particularly for downtown Main Street.
Councilman Rivas urged more latitude for small business signage so owners can advertise without excessive delays; Council Member Beltran emphasized the rationale for some rules, including safety and driver distraction concerns. Vice Mayor McCurvey and Council Member Green said selective enforcement is a common complaint and encouraged clearer, consistent enforcement rules.
Fire Marshal Dignam and other staff noted the city already prioritizes weed abatement and safety in identified hazard areas; staff and council agreed safety would remain a priority within any relaxed rules. The council directed staff to assemble the working group and return within 30 days with recommended changes; the motion passed 5–0.
Councilmembers asked staff to solicit input from business owners, code-enforcement staff and public-safety personnel and to look for straightforward regulatory edits that address the most common complaints.
