Resident asks board for clarification on billing entries, Medicaid shortfall and reserve withdrawal

Alex Hayes, an Oakhurst resident, asked the Township of Ocean School District board for follow-up clarification on several financial items listed in recent bills and on board committee practice.

Hayes identified four line items described as bus aide charges that together totaled about $28,000 and asked the board to explain whether those represent outside-service costs. "It said, 4 separate entries, and it totaled $28,000, and that's to ***. I'm just wondering if I can get clarification maybe in an email or a conversation tomorrow or sometime probably from Mister Hastings on what that means," Hayes said.

Hayes also told the board he had reviewed one bill showing the district received about $34,000 in Medicaid reimbursement but that the district previously anticipated about $100,000, creating roughly a $65,000 difference. "I saw that we only got $34,000 in Medicaid reimbursement from what I looked at on one of the bills, and we were anticipating a 100,000," he said, and asked whether recent federal grant reductions might explain the shortfall.

The resident cited a $49,000 judgment listed on a bill and asked for details about that line item. He also questioned a planned withdrawal from the district's maintenance reserve—approximately $135,000 as listed on the agenda—and asked that future agenda descriptions provide clearer explanations of what reserve funds would be spent on. "It would be really awesome for the public if maybe these agenda item descriptions could have a little bit more description in them," Hayes said.

Hayes concluded by raising procedural concerns about committee transparency and board practice, saying the board should clarify whether it operates primarily as a "board of the whole" or through separate committees and noting a perceived inconsistency in who is allowed to speak in committee meetings. He also accused Board President McCarthy of cutting off a member mid-sentence at an earlier point in the meeting.
