The Revere City License Commission opened a disciplinary hearing into allegations that Carnaval Latino Restaurant at 7B Everett Street served patrons past permitted hours and failed to follow closing procedures. After hearing from the manager and police, the commission placed the licensee on a 60‑day review, issued formal written notice of the expectations, and asked the detail officer who filed the incident report to appear or submit a compliance report at the next hearing.
The police report that prompted the hearing alleged service after closing and the presence of intoxicated patrons. Joel Lemos, who identified himself at the hearing as the restaurant manager, said staff experienced credit‑card device problems that evening and that he turned on the lights at about 1:10 a.m. and made last call at about 1:30 a.m. He said staff stopped serving and offered nonalcoholic beverages while they worked to process payments; he also described steps the establishment uses for intoxicated patrons, including offering club soda and coordinating with security so patrons do not drive.
Lieutenant Randall and the chair noted the officer who filed the incident report had worked several of the Saturday details and believed the incidents were part of a pattern, which led to the written complaint. Commissioners emphasized that the licensee must stop service by 1:30 a.m., clear alcohol from the bar by 1:45 a.m., and have all customers off the premises by 2:00 a.m. The commission also warned that a similar report during the 60‑day period would prompt immediate action before the scheduled review.
A commissioner moved to schedule a 60‑day review, require a written notice to the licensee about the service and closing expectations, and request that Officer McLaughlin (the reporting detail officer) appear or submit a report at the next hearing; the motion included a caveat that any further similar incident before the 60‑day review would be brought back to the commission immediately. The motion passed.
