Attorney Russell Chin appeared for the applicants and introduced Shu Shu Yu Lam as the proposed liquor license manager; Chin said Lam has three years of experience working as a bartender and manager and that her TIPS or responsible‑service certification was included in the application materials.
Commissioners asked about the nature of entertainment and whether prerecorded background music was intended; the applicants confirmed background music and television. No members of the public spoke in opposition. A commissioner moved to approve the transfer and category change and another commissioner seconded; the commission approved the application.
